Special Cards (Emergency & Master Key)

Emergency and Master Key tags on special cards.

Overview

Two new tags were added to special cards: Emergency and Master Key. Special cards are loaded at DOMController startup and can trigger dedicated behavior (e.g. the "Battery Replace" OSS event) independently of standard credentials.
